Headless Horseman
From IUO Tome of Knowledge
When active, travel the facets asking NPCs if they have seen the headless horseman. The NPCs may offer you a direction to search in. Once you find the horseman, you can battle him for a chance to earn an artifact, decoration, or his mount!
